Since 2014 he is working in Ministry of Education and Science and during this time he has worked to on some major policy initiatives in areas of both higher education and research. In 2015 based on World Bank report a new higher education funding model was implemented in Latvia by defining a new incentives for performance based funding for institutions. He worked to practically coordinate basic funding for research that was re-designed in 2014. Since 2018 he together with his team and colleagues from the Ministry of Economics worked to create and practically implement Latvian Smart Specialization Strategy monitoring system that resulted in two monitoring reports that gave necessary input to define research and innovation policy priorities for 2021 – 2027.
